France ‘Cannot Authorize’ Facebook’s Libra Development in Europe: Report
France plans to block the development of Libra — Facebook’s proposed stablecoin payments network — in Europe.
French Finance Minister Bruno Le Maire said that the country cannot permit the launch of Facebook’s proposed cryptocurrency in Europe because the “monetary sovereignty of states is at stake,” CNBC reported Sept. 12.
The report notes Le Maire’s apparently resolute stance — delivered at the opening of the OECD Global Blockchain Policy Forum 2019 in Paris — as follows:
“All these concerns around Libra are serious. So I want to say this with a lot of clarity: I want to be absolutely clear: in these conditions, we cannot authorize the development of Libra on European soil.”
Facebook’s stablecoin an “attribute of the sovereignty of the States”
This June, Le Maire had said that he would ask for guarantees from Facebook that Libra would not be exploitable for illicit activities such as terrorism financing.
He also argued that the tech giant’s stablecoin was an “attribute of the sovereignty of the States” and should thus “remain in the hands of the States and not of the private companies which answer to private interests”.
In parallel, U.S. lawmakers have expressed their persistent “concerns […] with allowing a large tech company to create a privately controlled, alternative global currency.”

Cryptocurrency derivatives exchange FTX has launched Bitcoin (BTC) options trading on Jan. 11. FTX CEO Sam Bankman-Fried announced in a tweet yesterday that options were listed on the trading platform. Furthermore, later the same day he also claimed that options trading volume on the exchange reached $1 million in about 2 hours. Noteworthy volume While the announcement does not specify which crypto assets are supported by the options just launched on the platform, the website only shows Bitcoin-based options. According to cryptocurrency data website CoinGecko, FTX is the eighth top crypto asset exchange based on volume, with $277,8 million traded over the last 24 hours. FTX was founded in early 2019 and provides professional derivative trading products, including quarterly and perpetual contracts on various crypto assets, leverage tokens and over-the-counter (OTC) services. The trading platform has also recently seen an investment from major crypto exchange Binance, as Cointelegraph reported in late December. Miami-based Bitcoin (BTC) automatic teller machines (ATM) firm Bitstop has partnered with the largest shopping mall operator in the United States, Simon Malls, to install Bitcoin ATMs at several locations. BitStop announced on Nov. 26 that the firm has already installed Bitcoin ATMs at five Simon Malls locations in California, Florida and Georgia. Bitstop co-founder and CEO Andrew Barnard said that the machines were installed ahead of the holiday season: “With the strategic timing of this new installation of Bitcoin ATMs at Simon Mall locations, customers can conveniently buy Bitcoin while doing their Black Friday and Christmas holiday shopping.” Bitsop, which claims to be licensed and regulated, plans to grow its teller machine network by over 500 locations by the end of 2020, according to Barnard. Uber is reportedly very close to selling off its Uber Eats food delivery business in India. According to a TechCrunch report citing three people familiar with the matter, Uber is at the final stages of negotiations with Indian rival company, Zomato. If negotiations are successful, Zomato will take it over. Valued at more than $2 billion, Zomato is easily one of the largest food delivery businesses in India and hasn’t made it very easy for Uber Eats since the latter launched in May 2017. The report has it that Uber Eats India is set to be worth $400 million according to the deal and if both companies agree, Uber might be required to invest anywhere from $150 million to $200 million in Zomato. Cryptocurrency investment firm Polychain Capital is raising $200 million for a second fund aimed at venture investing, a funding goal that would top its first venture fund by $25 million. According to an investor slide deck obtained by CoinDesk, the second venture fund opened at the beginning of 2020 and is accepting minimum investments of $1 million for up to three years. Like Polychain Capital’s first venture fund, the second fund will back early-stage crypto startups raising pre-seed, seed and Series A funding rounds. The first venture fund, which raised $175 million from investors who cut checks normally between $500,000 and $5 million, invested most of its capital by the end of last year after launching in the first quarter of 2018, according to the Polychain slide deck. The capital, the deck says, was split 40 percent to startups that improved on existing blockchain infrastructure and 60 percent to startups that explored less-tested industry concepts. Michael Seitz, marketing manager at decentralized payment solution Dash, announced that the Dash Explorer will be updated to Insight on January 7th, 2020. In a Dec. 4 blog post, Seitz explained that Dash has made the internal decision to update the current explorer.dash.org, which is based on the Abe application programming interface (API). the old API is reportedly “outdated and has limited functionality in comparison to the new and improved API, Insight.” Insight is an open-source Dash blockchain explorer that will be used for writing web wallets and other apps that need more advanced blockchain queries. North Korea, which is believed to be using cryptocurrencies to finance weapons of mass destruction, will be holding its second cryptocurrency and blockchain conference next February. The event follows the first conference, in April 2019, which attracted 100 people. It was declared a success by the North Koreans, and a larger second conference was promised. The 2020 event is being sponsored by the Spanish Korean Friendship Association and organized by the North’s Committee for Cultural Relations with Foreign Countries. According to the conference’s official website, “top ten market cap cryptocurrencies” are assisting on the technical side, though it is not clear from the announcement what that means exactly.
